WebI dunno, i’m playing (what I assume is the Genesis version), in the shining force app on ios, published by the Sega Forever whatever. and I tried the “wait until level 20 to promote” thing and a lot of characters seem to get absolutely nothing on a level up half the time during the levels between 11-20.
